In this service you can find additions for different type to programs (for different OS, not only Linux; for Linux and Mac too) and extensions of their functionality. Apart from plugins in the service they will also be collected bookmarklets and UserJS for webbrowsers.
Plugins (aka plug-ins, Add-Ons, Snap-Ins or extensions) are extensions for applications. These add to them new functions, usually very specific.
Are plugins available to every application?
No. Only to of the ones, of which authors publish API (Application Programming Interface).
